In 2019, the Pier-2 Artist-in-Residence Program (PAIR) launched the "Waving Waves Community (WWC)" initiative to host international forums aimed at fostering dialogue and exchange. The project connects cultural and artistic institutions from international port cities to explore global issues, while also inviting local arts and cultural spaces to engage in discussions rooted in regional contexts. These forums serve to reflect on the transformation and collective memory of Kaohsiung as an international harbor city, offering a platform for mutual learning and experience sharing among artist residency institutions in port and industrial cities around the world.

The inaugural edition of WWC partnered with Japan’s "Port Journeys Project," with Kaohsiung serving as the host city that year. Under the guiding theme of “Art Projects in Port Cities,” the forum gathered art space operators, scholars, and artists from eight cities across seven countries—Taiwan, Japan, the United States, Germany, China, the Netherlands, and Singapore—opening new possibilities for future collaborations and cross-cultural presentations.

In 2020, the second edition of WWC was co-organized with the Taiwan Art Space Alliance (TASA) under the title "An Encounter with Love: 2020 Pier-2 Waving Waves Community International Art Forum and TASA Annual Meeting." This gathering further strengthened networks among artist residencies and independent art spaces across Taiwan and the Asia-Pacific region.

In 2024, following the COVID-19 pandemic, PAIR resumed the third edition of WWC under the title "2024 Pier-2 WWC X TTXC Tech Residency." Centered around the theme of "Technology," the forum explored new dimensions of artist residencies in the age of artificial intelligence, considering how technological advancements have redefined the contexts and directions of artistic creation in the post-pandemic era.

Looking ahead to 2025, the fourth edition of WWC will position PAIR as Kaohsiung’s official artist residency representative. Reflecting its unique geographical setting, historical context, and the ongoing initiative to restore train operations in the Hamasen Railway Cultural Park, the forum will adopt the themes of “Port x Sugar Industry x Transportation.” PAIR will actively invite international residency organizations that share similar industrial heritage and historical narratives to engage in dialogue and collaboration, while also uniting arts and cultural institutions across southern Taiwan in a collective exchange.
